The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, has issued Notification No. 06/2025-26, dated 2nd May 2025, prohibiting the import or transit of all goods originating in or exported from Pakistan. This directive takes immediate effect, as per the latest amendment to the Foreign Trade Policy (FTP) 2023.

This blog provides a detailed summary of the notification and its implications for Indian importers, exporters, and logistics professionals.

Notification No. 06/2025-26, dated 2nd May 2025

What the Notification States

The following paragraph has been added to the FTP 2023:

Para 2.20A: Prohibition on Import from Pakistan
Direct or indirect import or transit of all goods originating in or exported from Pakistan, whether or not freely importable or otherwise permitted, shall be prohibited with immediate effect, until further orders. This restriction is imposed in the interest of national security and public policy. Any exception to this prohibition shall require prior approval of the Government of India.”

Effect of the Notification

Key points to note:

  • Complete Prohibition: All goods from Pakistan, regardless of import policy status, are now restricted.
  • Covers Direct and Indirect Trade: Even if goods are routed through a third country, the restriction still applies.
  • Immediate Enforcement: The policy comes into effect from the date of issuance, i.e., 2nd May 2025.
  • Transit Prohibited: Transit shipments through India involving goods of Pakistani origin are also restricted.
  • Exceptions Require Approval: Any relaxation will need prior approval from the Indian government.
  • Applies Until Further Orders: The restriction remains valid until officially modified or withdrawn.

Implications for Indian Businesses

1. Importers:

  • Review all ongoing and future contracts for any involvement of Pakistani-origin goods.
  • Take necessary steps to manage contracts, suppliers, and payments if impacted.

2. Exporters:

  • Reassess supply chain routes that may have relied on cross-border or transit movements via Pakistan.

3. Freight Forwarders & Customs Brokers:

  • Immediately halt clearance or planning for consignments falling under this new restriction.
  • Stay in touch with local customs offices and DGFT updates for further guidelines.

4. Third-Country Trade Partners:

  • Ensure documentation clearly establishes the origin of goods to avoid compliance risks under the indirect import clause.

Recommended Actions

  1. Check Import & Transit Records: Identify if any goods fall under the restricted category.
  2. Contact Trade Partners: Communicate the update and realign sourcing or delivery plans if required.
  3. Stay Informed: Visit dgft.gov.in regularly for circulars, clarifications, or updates on exceptions.
  4. Seek Expert Support: For existing shipments or contractual disputes, consider professional trade advisory assistance.
